IRTCES is a non-profit scientific organization. It is administrated by a Board of Directors which is appointed by the Ministry of Water Resources, China.

IRTCES is assisted by an International Advisory Council. The function of the Advisory Council is to give advices and suggestions to the programme of activities of the Center, and is to assist in mobilizing financial sources for the Center's activities. The Advisory Council consists of a representative of the Director-General of UNESCO, representatives of UNDP, UNEP and FAO, and representatives of international scientific associations and eminent scientists in this field.

The Jingjiang Experimental Station and Hangzhou Base for Estuarine and Coastal Reasearch, as branches of IRTCES, were commissioned in 1996 and 1999 respectively.
