在国际泥沙研究培训中心珠江研究基地成立仪式上的贺辞

尊敬的水利部副部长索丽生先生，
尊敬的各位来宾，女士们，先生们，
大家下午好！ 

    今天，我非常荣幸能代表联合国教科文组织参加国际泥沙研究培训中心珠江研究基地的揭牌仪式。在此，我衷心地祝贺国际泥沙研究培训中心第三个京外研究基地正式成立。

    同时，我也非常高兴地报告大家, 2005年11月30日水利部代表中国政府与联合国教科文组织在北京续签了关于国际泥沙研究培训中心的协议， 这标志着教科文组织与泥沙中心过去20多年的成功合作又迈向了一个新的台阶。我们衷心地希望这种国际水准的合作能够长期维持并不断发展。

    由联合国教科文组织国际水文计划发起的国际泥沙计划是国际水文计划第六阶段2002-2007年的主要活动，国际泥沙研究培训中心承担此计划的秘书处，将为项目的开展发挥关键作用。

    关于 “国际泥沙计划”，它主要是通过倡导和开展各种活动，来实现如下目标：
                提高公众对侵蚀和泥沙问题的意识；
                改善土壤和泥沙资源的可持续管理；
                提出政策发展和实施的合理建议。
    我相信，今天成立的珠江研究基地必将与另外两个研究基地一起，为保护区域生态环境，进一步促进侵蚀与泥沙领域的科技发展。

    作为联合国教科文组织， 我们将一如既往地继续对国际泥沙研究培训中心给与支持及开展双方合作。在今后的两年中，教科文北京办事处将支持泥沙中心开展两项示范研究项目，国际培训研讨会以及建立河流泥沙数据库。

最后，我诚挚的感谢水利部、泥沙中心和珠江水利科学研究院给我提供这一机会，使我可以亲眼见证这个里程碑式的重要事件，我衷心希望 珠江研究基地的建立能够更好地造福于中国人民乃至全世界。

 Honorable Mr. Suo Lisheng, Vice Minister of Water Resources,
Distinguished Guests, Ladies and Gentleman,
Good afternoon,

   On behalf of the United Nations Educational, Scientific and Cultural Organization it gives me great pleasure to join you on the opening ceremony of IRTCES Pearl River Research Base. On this occasion I would like to congratulate IRTCES for establishing the third research base outside their headquarters Beijing. 

   I am delighted to inform you that the past two decade cooperation between UNESCO and IRTCES successfully renewed by signing the agreement by Ministry of Water Resources, People’s Republic of China and UNESCO on 30 November 2005. We sincerely hope that the collaboration will go long way in reaching the international standards.

    Further UNESCO-IHP launched International Sediment Initiative (ISI), as a major activity of the current Sixth Phase (2002-2007) of the IHP and IRTCES is playing a key role in hosting the secretariat at Beijing.

    The overall objective of the International Sedimentation Initiative is to promote and interact with activities that will result in;

Increased awareness of sedimentation and erosion issues;
Improved and sustainable management of soil and sediment resources and
Better advice for policy development and implementation.

   The present research base in Pearl River and other two research bases will certainly bring technical advancement in the field of erosion and sedimentation at various eco-regions.

   From UNESCO we would like to reaffirm that the support and cooperation between UNESCO and IRTCES will continue in the coming years. UNESCO Office Beijing will support IRTCES during 2006-2007 two pilot research projects, International Training Workshop and creation of river sediment and erosion data base.
    I would like to thank Ministry of Water Resources， IRTCES and Pearl River Hydraulic Research Institute for giving me an opportunity to witness this important milestone event and best wishes for its important services to the citizens of P. R. China and rest of world.
