11月30日下午,《中华人民共和国政府和联合国教科文组织关于国际泥沙研究培训中心的协定》签署仪式在京举行。水利部部长汪恕诚代表中国政府与联合国教科文组织总干事松浦晃一郎先生签署协定。中国常驻联合国教科文组织大使衔代表张学忠出席了签字仪式。
该项协定旨在促进泥沙领域的国际合作与交流,充分发挥泥沙中心在国际泥沙领域的研究、咨询、培训、交流与合作中的主导作用。签字仪式由水利部国际合作与科技司司长高波主持,水利水电科学研究院院长、国际泥沙研究培训中心匡尚富致感谢词。他表示,在水利部和联合国教科文组织的领导下,将一如既往地努力工作,使泥沙中心成为中国水利走向世界的重要窗口,成为国际泥沙研究合作的桥梁和纽带,以促进各国专家学者在合理利用水土资源、防治土壤侵蚀、保护生态环境等领域的科学研究、信息交流与技术合作,为世界泥沙灾害的防治与泥沙资源的合理利用,维持区域防洪安全、供水安全、粮食安全和生态安全,实现全球的可持续发展做出更大的贡献。
签字仪式前,汪恕诚会见了松浦晃一郎一行,双方就共同感兴趣的泥沙等问题交换了意见。
泥沙问题是当前人类面临的三大问题,即人口、资源和环境的重要组成部分。我国泥沙问题非常严重,水沙灾害严重制约了国民经济的持续快速发展。在江河治理的长期实践中,中国在泥沙问题研究和处理方面奠定了坚实的理论基础,积累了丰富的经验。 |

Renewed agreement between the
International Research and Training Centre on
Erosion and Sedimentation and UNESCO
On 30 November 2005, together
with the Minister of Water Resources of the
People's Republic of China, Mr Wang Shucheng,
the Director-General of UNESCO, Mr Koïchiro
Matsuura, signed an updated agreement on the
International Research and Training Centre on
Erosion and Sedimentation (IRTCES).
IRTCES was established in
1984 as a centre operating under the auspices of
UNESCO and has since been a significant partner
of UNESCO's International Hydrological Programme
(IHP). The renewed agreement reiterated the
objectives and responsibilities of IRTCES,
defined the relationship between IRTCES and
UNESCO, and confirmed the leading role of IRTCES
in the field of international research on
sedimentation. The Minister discussed with the
Director-General the problems China encountered
in providing freshwater to its rural population.
The Director-General of UNESCO informed the
Minister that freshwater is a principal UNESCO
priority programme and assured him that the
Organization, as host agency for the United
Nations World Water Assessment Programme (UN-WWAP),
is fully committed to extending assistance to
developing countries in cooperation with China
to help combat the problem of access to
freshwater.

During recent visit to P. R.
China Mr. Koïchiro Matsuura, Director-General of
UNESCO held an official meeting with Mr. Wang
Shucheng, Minister for Water Resources.
Mr.
Koïchiro Matsuura, Director General of UNESCO
recognized the importance of International Research
and Training Centre on Sedimentation and Erosion
(IRTCES) in carrying out the research, training and
international networking of scientists and engineers
in the field of sedimentation, erosion and related
issues within water as a main focus. UNESCO
appreciates the services of IRTCES and wanted to
renew the two decade old agreement with more action
oriented. Category II institutes under UNESCO really
an asset for us; in the field of water in Asia in
addition to China we have centers at Tehran, Kula
Lumpur, and in Japan will be starting a centre soon
and there is lot of interests from Member States to
have regional and international centres, all these
institutes are working in various field of water,
and UNESCO would like to see all the institutes work
together in a common platform for the betterment of
the world.
Mr. Wang Shucheng, Minister
for Water Resources, P. R. China pointed out that,
China is now facing four serious water problems:
flood, drought, water pollution and land
degradation. During the long-term process of dealing
with water, the water concept in China has been
transformed from “man succeeds nature” in the past
to “man coexists with nature”. Sediment problem is
an important component for China’s water issue.
China has accumulated rich experiences as well as
lessons through long-term river training and
harnessing practice. China would like to share these
research results with other countries, and at the
same time China would also like to learn successful
experiences from other countries. China would like
to cooperate with UNESCO to find out effective
solutions for the water and sedimentation problems
among member states.
The Agreement signing in ceremony:
The
agreement between the government of the People’
Republic of China and the United Nations Educational
Scientific and Cultural Organization concerning the
International Research and Training Centre on
Erosion and Sedimentation (IRTCES) was signed by Mr.
Wang Shucheng, Minister of Water Resources, P.R.
China and Mr. Koïchiro Matsuura, Director General of
UNESCO in Beijing on 30 November 2005.
The renewed agreement
reiterated the objectives and responsibilities of
IRTCES, defined the relationship between IRTCES and
UNESCO, and confirmed the leading role of IRTCES in
the field of international research on
sedimentation. The renewed agreement will serve as
an important international window for China’s water
sector. It will also serve as a bridge and linkage
for international sedimentation researchers to carry
out academic communication, technical training and
programme cooperation. In addition it expects to
play important roles in promoting water resource and
environment crisis faced by human beings,
maintaining the social and economic sustainable
development and building a harmonious society
between human and nature.
The signing ceremony was
hosted by Mr. Gao Bo, Director-General of Department
of International Cooperation, Science & Technology,
Ministry of Water Resources. Mr. Kuang Shangfu,
Director of IRTCES delivered a short note of thanks.
The
agreement signing ceremony was attended by Mr. Zhang
Xuezhong, Ambassador and Permanent Delegation of the
People’s Republic of China to UNESCO, Mr. Gao Bo,
Director-General of Department of International
Cooperation, Science & Technology,
Ministry of Water Resources, Mrs. Meng Zhimin,
Deputy Director-General of Department of
International Cooperation, Science & Technology,
Ministry of Water Resources, Mr. Kuang Shangfu,
Director of IRTCES and Mr. Hu Chunhong, Deputy
Director and Secretary-General of IRTCES.

我国泥沙问题研究处于世界主导地位
新华网北京11月30日电(记者
姚润丰)中国政府与联合国教科文组织30日在北京签订了“中华人民共和国政府和联合国教科文组织关于国际泥沙研究培训中心的协定”,水利部部长汪恕诚和教科文组织总干事松浦晃一郎分别代表中国政府和联合国教科文组织在协议上签字。协议的签订是中国水利走向世界的重要窗口,标志着我国在国际泥沙研究领域处于主导地位。
汪恕诚介绍说,中国多泥沙河流众多,泥沙问题非常严重,水沙灾害严重地制约着国民经济的持续快速发展。据统计,全国水土流失面积356万平方公里,占国土面积37.1%;黄河、永定河、辽河等多泥沙河流,由于河床不断淤高导致水灾不断、环境恶化,给人民的生命财产带来巨大损失。
汪恕诚说,世界上许多国家,特别是具有多泥沙河流的国家,都希望分享中国的泥沙研究成果和河道整治经验。根据联合国教科文组织第22届大会决议,1984年双方正式签订了“中华人民共和国政府和联合国教科文组织关于建立国际泥沙研究培训中心的协定”,泥沙中心成为联合国教科文组织在中国的第一个Ⅱ类组织。
据介绍,20多年来,在中国政府和联合国教科文组织的领导下,泥沙中心与联合国有关组织及众多国家开展了多项国际、地区、双边和多边合作研究。2004年10月,世界泥沙研究学会在中国正式宣布成立,秘书处也设在泥沙中心,泥沙中心已成为联合国教科文组织在华最重要合作伙伴之一。
中国水利水电科学研究院院长匡尚富表示,进入21世纪,随着人类活动的不断加剧,泥沙问题依然十分严重,日益受到世界各国的广泛关注。据粗略统计,由于水、土、肥的流失,全球大陆地表年均侵蚀总量约320亿至510亿吨,全球河流入海泥沙年均总量约130亿至180亿吨,每年损失耕地达5万至7万平方公里,侵蚀泥沙造成河床持续抬高,水库库容每年淤损近1.0%,以致洪涝、干旱频繁交替,生态恶化,对人类生命财产造成极大的威胁。(完)

中国政府与联合国教科文组织(UNESCO)今天在北京签订了“中华人民共和国政府和联合国教科文组织关于国际泥沙研究培训中心的协定”,水利部部长汪恕诚和教科文组织松浦晃一郎总干事分别代表中国政府和联合国教科文组织在协议上签字。
匡尚富说,协议的签订是中国水利走向世界的重要窗口,是各国泥沙专家学者开展学术交流、技术培训及项目合作的桥梁和纽带,必将进一步推动各国江河整治、流域管理等领域泥沙问题的科学解决,在缓解人类面临的人口、资源和环境危机,维持人类社会进步和经济可持续发展,构建人与自然和谐社会中发挥重要的作用。
据统计,全国水土流失面积三百五十六万平方公里,占国土面积三成七;黄河、永定河、辽河等多泥沙河流,由于河床不断淤高导致水灾不断、环境恶化,给人民的生命财产带来巨大损失。

It is reported that a signing ceremony was held in
Beijing between the Government of P. R. China and
UNESCO concerning IRTCES on November 30, 2005. On
behalf of the Chinese Government, Mr. Wang Shucheng
- Minister of Water Resources, signed the agreement
with Mr.
Koïchiro Matsuura - Director-General
of UNESCO. Mr. Zhang Xuezhong, the Chinese
representative at UNESCO, and other officials from
MWR, UNESCO China office and staff of IRTCES
attended the signing ceremony.
The agreement aims at promoting international
cooperation and exchange in the field of erosion and
sediment management, fully exploits the role of
IRTCES in research, consultation, training,
communication and cooperation in erosion and
sediment control.
The signing ceremony was presided by Mr. Gao Bo,
Director-General of the Department of International
Cooperation, Science and Technology, Ministry of
Water Resources. Mr. Kuang Shangfu, president of
China Institute of Water Resources and Hydropower
Research, and Chairman of IRTCES, gave an address.
He emphasized that IRTCES functions as a bridge and
linkage for international research and cooperation
in erosion and sediment control. IRTCES shall
further promote scientific research, information
exchange and technological cooperation with experts
and scholars of different countries on the fields of
reasonable utilization of water and soil resources,
soil erosion prevention, ecological environment
protection, strengthening of regional flood
prevention, safeguarding water supply, food and
ecosystem and contribute to global sustainable
development.
Before the signing ceremony, Minister Wang Shucheng
met with
Koïchiro Matsuura and his delegates. The two parties
exchanged views on issues that both parties
concerned.
The problem caused by erosion and sediment is one of
the critical components formed in “three major
problems” faced by human beings, such as population,
resource shortage, and environment degradation. The
problem caused by erosion and sediment in China is
severe, and water and sand related disasters has a
negative impact on the sustainable and rapid
development of national economy. During the
long-term practice of river management, China has
established a sound theoretical foundation for
research and development in dealing with problem
caused by erosion and sediment, and has accumulated
abundant experiences.
