泥沙问题是当前人类面临三大问题，即人口、资源和环境的重要组成部分。

Sediment problem is an important component of the three big issueses of population, resrouces and enviromnet faced by human beings at present.

我国泥沙问题非常严重，水沙灾害严重制约了国民经济的持续快速发展。

In China, water and sediment related disasters resulted from erosion and sedimentation has seriously affected the rapid sustainable socio-economic development

在江河治理的长期实践中，中国在泥沙问题研究和处理方面奠定了坚实的理论基础和积累了丰富的实践经验。

China has established sound theoretical basis and accumulated rich experience through long-term river training and harnessing practice.

为了促进泥沙领域的国际合作与交流，为了进一步充分发挥泥沙中心在国际泥沙领域的研究、咨询、培训、交流与合作中的主导作用，

In order to promote the international cooperation and communication in sediment area and facilitate the leading role of IRTCES in international sediment study, consultation, training, communication and exchange,

中国政府与联合国教科文组织在这里重新签订“中华人民共和国政府和联合国教科文组织关于国际泥沙研究培训中心的协定”，

Today, the government of P, R, China and UNESCO will sign the Agreement Between the Government of The People’s Republic of China and The United Nations Educational Scientific and Cultural Organization Concerning The International Research and Training Center on Erosion and Sedimentation.

这是国际泥沙中心的一件大事，也是国内外泥沙界的大事，更是中国水利界的大事。

The signing of the agreement is an important issue not only for IRTCES, but also for sediment field worldwide. It is also of great significance to water field in China.

二十多年来，中国政府在人力、物力和财力等诸多方面对泥沙中心的发展给予了大力支持。

In the past 2 decades, Chinese government has supported IRTCES with resources and financial input.

特别是，在水利部和联合国教科文组织的直接领导下，在国内外有关方面的大力支持下，泥沙中心开展了多项国际、地区、双边和多边合作研究及技术交流。

Especially under the leadership of Ministry of Water Resources, P. R. China and UNESCO and with the support worldwide, IRTCES has conducted bilateral and multilateral collaborative research and training.

承担完成了研究与咨询项目90项，举办培训班43期，培训了33个国家的2100多人次，主办和协办学术会议84次，组织国际学术交流和考察130余次.

It has conducted 90 research and consulting programs, organized 43 training courses with a total 2100 trainee from 33 countries, sponsored and co-sponsored 84 symposia and workshops and organized over 130 technical tours.

承担“河流泥沙国际学术讨论会”和“世界泥沙协会”常设秘书处工作，编辑出版《国际泥沙研究》和《中国河流泥沙公报》等一批出版物，

IRTCES serves as the permanent Secretariat of the International Symposia on River Sedimentation and World Association for Sedimentation and Erosion Research, it is also responsible for the publication of the International Journal of Sediment Research, China Gazette of River Sediment and many other publications.

组织评审“钱宁泥沙科学技术奖”。

IRTCES is also responsible for the management of Qian Ning (Ning Chien) Memorial Prize for Erosion and Sedimentation.

经过20余年的不断探索与发展，泥沙中心得到了国内外同行的认可，在国际、国内享有良好声誉，已成为联合国教科文组织在华重要合作伙伴之一。

After over 20 years’ development, IRTCES has drawn recognition from sediment experts, won reputation worldwide and become one of the important partners of UNESCO in China.

今后，在水利部和联合国教科文组织的领导下，我们将一如既往地努力工作，在国际泥沙研究、咨询、培训、交流与合作中发挥泥沙中心的主导作用，使泥沙中心成为中国水利走向世界的重要窗口，国际泥沙研究合作的桥梁和纽带，

In the future, under the leadership of Ministry of Water Resources, P. R. China and UNESCO, we will make unremitting effort to bring into full play the leading role of IRTCES in international sediment research, consultation, training, communication and cooperation and make IRTCES a window of China’s water sector and a linking role of international sediment research and cooperation.

以促进各国专家学者在合理利用水土资源、防治土壤侵蚀、保护生态环境等领域的科学研究、信息交流与技术合作，

We will endeavor to promote the scientific study, information communication and technical cooperation among experts in areas of rational utilization of water and soil, soil erosion control and ecology and environment protection.

为世界泥沙灾害的防治与泥沙资源的合理利用，维持区域防洪安全、供水安全、粮食安全和生态安全，实现全球的可持续发展做出更大的贡献。

We hope to contribute to the prevention of sediment problems and rational utilization of sediment resources worldwide, help to maintain regional flood security, water supply security, food security and ecology security as well as the sustainable development of the international community.

至此“中华人民共和国政府和联合国教科文组织关于国际泥沙研究培训中心的协定”签署之际，我谨代表国际泥沙研究培训中心向水利部汪部长、联合国教科文组织松浦总干事表示最衷心的感谢！

On the occasion of the signing ceremony of Agreement Between The Government of The People’s Republic of China and The United Nations Educational Scientific and Cultural Organization Concerning The International Research and Training Center on Erosion and Sedimentation, I would like to, on behalf of IRTCES, to extend our sincere gratitude to Minister WANG Shucheng and Director General Koïchiro Matsuura,

向联合国教科文组织的代表，教育部、水利部的代表，中国政府常驻联合国教科文组织代表团、中国联合国教科文组织全国委员会的代表，以及双方为达成协议而作出贡献的全体人员表示最诚挚的谢意！

Furthermore, I’d like to present our heart-felt thanks to delegates form UNESCO, Ministry of Education. P. R. China, Ministry of Water Resources, P. R. China, Permanent Delegation of the People’s Republic of China to UNESCO and Chinese National Commission for UNESCO, and all the people who have dedicated themselves to the signing of this agreement.

特别是水利部国科司和联合国教科文组织北京代表处为泥沙中心20多年的发展以及本协定的签定做了大量卓有成效的工作、付出了大量的心血，再次表示深深的谢意！

Especially, I would like to thank Dept. International Cooperation, Science and Technology, Ministry of Water Resource, P. R. China and UNESCO Office Beijing for their long-term support to IRTCES and abundant work and painstaking effort they have made which facilitate the signing of the agreement.
